Thomas Joyce, LCDP, CPRS, CCHW

Vice President of External Affairs

Thomas Joyce serves as Vice President of External Affairs at CODAC Behavioral Healthcare. He is a Licensed Chemical Dependency Professional, Certified Peer Recovery Specialist, and Certified Community Health Worker with over 20 years of experience in the substance use field.

A person in long-term recovery himself, Thomas brings both professional expertise and lived experience to his work. He specializes in adolescent substance use treatment, medication-assisted treatment, and recovery support services, and has been a leading advocate for the recovery community at both local and national levels.

Thomas is a founding member of the Governor’s Overdose Prevention Task Force, where he was appointed by the Governor of Rhode Island as its first Community Co-Chair. He also serves on the Rhode Island Licensing Board for Chemical Dependency Professionals and the Rhode Island Certification Board. In addition, he is President of the Rhode Island Council on Problem Gambling and the Rhode Island Association of Addiction Professionals (the state affiliate of NAADAC).

Throughout his career, Mr. Joyce has led the development and implementation of innovative, evidence-informed programs, including the nationally recognized AnchorED Program and Rhode Island’s first peer recovery outreach team, later expanded into the Anchor MORE Outreach Team. These initiatives have improved engagement, reduced overdose risk, and strengthened pathways to recovery for individuals and families.

He remains actively involved in multiple local prevention coalitions and continues to champion recovery-oriented systems of care that empower individuals, families, and communities.
